[spread] New WindowInfo objects should not be created while spread is inactive

Bug Description

As explained in detail in bug 753269 , while the spread is not active we still monitor for new windows being created and instantiate new WindowInfo objects and add them to our models.
This, besides being a waste of resources, will also trigger the same crasher described in bug 753269.
Since however that crash exists independently from the spread being active or not, I opened this separate bug to track the issue as it is in fact a separate bug.
