Change the worker-tab in windows to not contain text

Bug Description

(Similar to bug 746645)

In the window for regular buildings, there are two tabs one for wares and the other for workers. The tab for workers has a picture of several workers with the text "List" below. Since this text is part of the image, it may make no sense when the rest of the game is translated. I suggest we replace the current icon with either a larger version of workers standing next to each other (like today, but without the text), or replace it with the same icon used for worker statistics in the general statistics window.

Thanks for the new icon.

I have been thinking a bit since I filed this bug report. I remember reading something about UI/design/interaction where the conclusion was that icon+text was easier to understand than icon alone. Naturally since the text was part of the image, that was lost in translation, hence this bug. However, now that we have a proper icon, we might want to consider displaying an icon along with a title on tabs. I am not sure how this would work with translations and different widths (especially if the titles are translated to long strings which starts overlapping). So while I haven't filed this as a separate bug report (which it should be), it might be something we want to think about.

The tab button can have a tooltip that shows up when you move the mouse over them. I think this is the right place to show the title of the tab and its also no problem to make it translatable.

@#8 - The tooltip option sounds ideal. It might be wise to open a new bug report specifically for that or this great idea may get buried with this bug report.

Hm, looks like most* tabs already have tooltips. While they are not immediately available like a tab title would be, they do solve the problem with translations and different widths. I consider this sufficient for now, but we might want to reconsider in the future if we hear about players having problems with what the different tabs represent.
