ovbackup should backup all journaled regions

Currently, ovbackup only backs up the DEFAULT region. For databases with additional journaled regions those should be included too.

When ovrestore restores the backup, it will need to update the global directory for both journaled and unjournaled regions if the target instance name is different from the source, so the backup file may need to include the names of unjournaled regions unless ovrestore can just read them from the backed-up global directory.
