Bug Description
Recent changes into Quantum API introduced for consistency with specification broke the client that nova's Quantum manager uses to connect to Quantum.
The above mentioned change (202 responses on create ops) should be reverted.
This changes should be applied to diablo release only, not to the master github branch.
After diablo, nova's quantum manager will be fixed.
