Click-dragging a window that's stacked above a fullscreen window will cause it to go underneath the fullscreen window

Bug Description

Steps:

1) Fullscreen a window
2) Switch to another window
3) Try and drag that window by the titlebar

It goes under the fullscreen window while being dragged

I'm right now on the proposed repository and I don't have this bug, at least the way to reproduce it doesn't work for me.
So I think it is fixed
