upstream base_scheduler only to pass services["compute"] to filter_hosts drivers, which needs to pass the full services capabilities from block other capabilities, not updated by compute nodes, for filtering. example as, {[('host00', {'trust_state': {...}}, {'compute':{....}}. can be addressed the same as https:/
