CD tray remains locked during request to "remove disc and press ENTER"

At the end of a LiveCD session using the DesktopCD, the user chooses 'Shutdown' or 'Restart'. This proceeds to shutdown the Live image and when finished presents the message (paraphrased):
Please remove the disc from the drive.
And press ENTER when complete.
Unfortunately the CD was not ejected at this point and as the CD was locked, pressing on the hardware eject switch for the optical drive had not effect. The drive was only ejectable after proceeding with the reboot and allowing the BIOS to unlock the drive and release the disc.
