Updating quotas client to talk with the newly landed os-quota-sets extension in nova.

The broken tests are actually unrelated to the changes in this branch - if I run tests based on master I get the same things.

I'll try to take a run at them in a new branch.

I fixed the tests in a separate branch, as they were unrelated to this one. Please merge this stuff in.
