In file oem-config-
In the scenario where users don't use encrypted folders but the system uses encrypted system partition (alternate installer, encrypted LVM), this prevents the system to boot.
In order to solve the problem, cryptsetup should be left installed, or a check must be done to figure out if encrypted partitions are in use.

* Move oem-config-udeb's menu item before that of user-setup's, which
moved to 2400 in user-setup 1.30.
* Don't remove cryptsetup if there are any uncommented entries in
/etc/crypttab (LP: #893548).
