Not able to create User with the same name under same/different tenant ID

Bug Description

Consider a scenario where i have two different tenants - Administrator and Tenant1 . Now i created a user under Administrator tenant with the name "user_1" with some email ID and password. User_1 gets successfully created. If i try to create another user with the same name under either Administrator or Tenant1 , i am directed to a screen which says :

Openstack Dashboard

 Internal Server Error

An unexpected error occurred while processing your request. Please try your request again.

When i try to login again to openstack dashboard , 2nd user with the same name is not created .
Isn't the functionality of creating users with same name under any tenant ID supported by Openstack Dashboard ?

The 500 error has been fixed in a previous post-diablo commit. The underlying problem of username having to be unique across all tenants is a keystone issue and has nothing to do with the horizon code.
