Bug Description

When trying to allocate a floating ip when the quota limit has been reached the error message "Error: local variable 'fip' referenced before assignment" is displayed. Not knowing that I was at my limit I wouldn't assume that I had reached my limit.

Steps:
Goto Floating IPs
Allocate total quota of ips
try to allocate another

Expected:
An error message that made sense. "You have reached your limit of ips" or something similar.

Is this the same bug but from a different procedure?

Under access and "Security menu" -> "Security groups" -> (Actions) "edit rules" for the security group name "default"

Error: Error adding rule security group: local variable 'ip' referenced before assignment

Is there a work around?

So throwing the client exception gives a 500 error. Is this similar bug similar? https://bugs.launchpad.net/horizon/+bug/925741
