Network Applications not picking up network connection

Bug Description

I'm not sure where to put this one as it affects a range of packages.

Basically I am running the latest dist-upgrade of Feisty on a Dell Inspiron 6400 with both wireless and ethernet connectivity.

My ethernet is detected as eth0 and my wireless (ipw3945) is detected as eth1. I am finding that if I have eth0 unplugged when I start up applications such as evolution, liferea or others that would appear to rely on gnomes network detection, they start up in offline mode even if the wireless is active. However if eth0 is plugged in they startup in online mode.

I'm not sure if this is related to this bug: https://launchpad.net/ubuntu/+source/network-manager/+bug/5364 so I've started a new one.

A followup.

A quick shutdown of network manager reveals that it is a problem with NM. When its down the apps connect without a problem, when its up, they cannot connect unless eth0 is plugged in.
