Bug Description
Separate the "Suspend / delete user" paragraph into one for suspension and another for deletion right above the "Delete" box. This is necessary because institution administrators cannot delete users, but they still see the reference to the account deletion which is misleading.

Actually, what would be better is the following:
Take out the entire paragraph including heading before the Suspend and Delete blocks.
Then in the Suspend box, add the introductory sentence "A suspended user is unable to log in until the account is unsuspended."
No extra sentence is necessary for the deletion.
