modify_review_gtk3.py crashed with UnicodeDecodeError in _setup_details(): 'ascii' codec can't decode byte 0xc3 in position 29: ordinal not in range(128)

Status changed to 'Confirmed' because the bug affects multiple users.

$ LANGUAGE=ru /usr/share/software-center/modify_review_gtk3.py --parent-xid --iconname vlc --datadir /usr/share/software-center/ --review-id 35956
