need to support meta-data living on attached disk (config-drive)

Bug Description

the cirros images expect a meta-data service, and the only way to modify that is to mount the image and modify the internals.
It would be nicer if they supported a local meta-data provider.

/etc/init.d/cloud-setup-local is there right now but does not do anything.

Would also like to ideally support like cloud-init's NoCloud with 'user-data' and 'meta-data' on a disk.

should now support config-drive-v2 or 'nocloud' like disk. cloud-utils program cloud-localds created disk should function as nocloud source.
