neon24 isn't used by any package anymore and should be removed from feisty.
From the changelog for neon24 0.24.7.
neon24 (0.24.7.
* Reupload old neon sources as "neon24" for now, since there are some
packages (like bazaar and openoffice.org2) that need adapting to neon25's
small but irritating API changes. This should go away before release.

libneon24 has no rdepends.
libneon24-dev has no reverse build-depends.
