Snapping to launcher when launchers are set to not hide in multi-monitor should be disabled

Bug Description

When you have multi-monitor set up, as well as the launcher set to not auto-hide, snapping the mouse to the edges doesn't serve any purpose and just slows you down.
When users disable auto-hide, snapping to the edge should also be disabled.

By "disable snapping to the edge", you mean disable snapping to the left edge only, right?

Yes, although I'm not sure what other snapping there is :)
This is just to not stop the mouse from moving at any speed, since the launcher doesn't need to be brought up.
