Bug Description
From the front page of Launchpad I went to create a team, entered the details:
Name: isd-test-pilots
Visibility: public
Display name: ISD test pilots
Contact email address: None
Team description: None
Subscription policy: tried with both 'Moderated' and 'Restricted'
Subscription period: None
Renewal period: None
and, when I submitted the form, was told:
"Not allowed here
Sorry, you don't have permission to access this page.
You are logged in as Stuart Metcalfe."

IPerson.visibility is still unwritable except by launchpad. Commercial. The tests check that the field is displayed, but not that it is settable.
