Xen: pxeboot for e1000 emulation not working

Bug Description

This is a result of bug #948323. The pxe-e1000.rom produced for the kvm-ipxe binary package contains vendor and device id 0 in the rom header. Since hvmloader uses this information to find the boot rom, it will fail to pxe boot with a e1000 emulated card.

Trying to fix the build of xen by changing the requested rom file. That would build depend it on ipxe+kvm-ipxe which I think is already the case...
