new python-djvulibre release 0.3.8 fixes ftbfs (but also has new features)

Bug Description

python-djvulibre fails to build from source (https://bugs.launchpad.net/debian/+source/python-djvulibre/+bug/935385). After investigation it was determined that we can simply pull upstream, remove all the existing patches (since they're already in upstream) and we'll be good.

Relevant info attached and also in the original bug (#935385).

The changelog looks reasonable.

It has only two reverse dependencies, ocrodjvu and djvusmooth. Could you give both a quick test with the new version? Judging by theh changelog there shouldn't be any API breakage, but better safe than sorry. Thanks!

Someone beat me to fixing this at Debian and they just fixed the existing version rather than rolling to a new one, so I think now it no longer requires an FFe. I'll close this bug if that is accurate.

I unassigned myself as I wont have time in the next few days to work on this. The debian fix doesn't help Ubuntu, moving to 0.3.8 would, but I don't know if we want to re-work debian's patch instead. Going to 0.3.8 would be more simple and I assume we could upstream that after. If I get time, I'll get back to this unless someone else fixes it first.

As Stefano mentions the debian patch doesn't fix the Ubuntu break. Since the latest upstream not only fixes this but lets us remove all our patches, I think it's cleanest just to move to it. I'm attaching a debdiff between this and 0.3.3-1.
