Bug Description
My laptop has 2 GBs of RAM so I didn't bother creating a swap partition or file (although I might do in the future). When swap is not present, the gnome-shutdown panel should not offer the "hibernate" option because hibernation is not possible without the presence of swap in the system.

Not sure if this falls only under gnome-power- manager, because gnome-session (the shutdown window after you click on the "logout/shutdown" button) and GDM also show that option.
