Panel goes solid if switching from hud to dash or vice versa

Bug Description

The panel should be translucent if either the hud or dash is showing.

To reproduce:
  tap <super>
  pause
  tap <alt>

Expectatation:
  dash shows, then hud shows, panel stays translucent

What actually happens:
  dash shows, panel is translucent, hud shows, panel goes solid

with this fix, if dash is opened and you press alt to open the hud, title of the maximized app is visible in the panel.
