Error message for 'nova ssh' should be improved

If you run 'nova ssh <name>' and the instance has no public IP addresses, the error message you get is:

ERROR: 'public'

This should be made a bit more friendly.

Improve 'nova ssh' error message.

If you ran "nova ssh <name>" and the instance has no public IP
addresses, the output you got was:

ERROR: 'public'

This patch makes it so you get a friendlier error in this case:

ERROR: No public addresses found for '<name>'.
