[syncpackage] --no-lp option requires authorization

Bug Description

The --no-lp option should not require any data that's not available anonymously, so it shouldn't insist on LP account priviledges.

syncpackage --no-lp xiphos_3.1.4-3.dsc
The authorization page:
 (https://launchpad.net/+authorize-token?oauth_token=8HP59fhZXmCVqrtM8FPc&allow_permission=DESKTOP_INTEGRATION)
should be opening in your browser. Use your browser to authorize
this program to access Launchpad on your behalf.

Same problem with seeded-in-ubuntu.
