Extremely minimal support for CVS - limited to stating that CVS is not supported directly, and to look at bzr-cvsps-import.

CVS support is extremely hard, but bzr's behaviour on a CVS tree is confusing (no branch found or similar), so this just teaches bzr enough about CVS trees to say that they are not supported.
