After further review, for the number of packages this is affecting, it's not worth the headache of breaking it up so instead we're going to flatten this structure to one csiro-asl stack.

The ROS release structure expects to be able to independently pull down stacks. This makes having a global parent project for ROS stacks impossible as there's no way to branch the stack sub-directories of the mainline parent. For this reason we are going to create independent projects for the stacks and eventually shut this project down.
