  * debian/maven.rules: update antlr* rules after the antlr3 3.5.2 ->
    3.5.3 update.

  * debian/watch: use uscan version 4.
  * debian/rules: update empty override to make it more debhelpery.
  * Declare compliance with Debian Policy 4.6.2.
  * Drop unneeded version constraints from (build) dependencies.
