wrong default german keyboard layout

Bug Description

if you select a german keyboard in the default install,
X/Gnome is configured in a way that i am not able
to type ~ ([AltGr] + [+]). It only shows up if i press
space after pressing [AltGR] + [+]

i have to go to System/Preferences/Keyboard Layout
and select 'German Eliminate dead keys' in order to
get a properly working keyboard.

it is not at all understandable why there are 4
keyboard variants listed in Keyboard Layout, and why
the only one i ever used with german keyboards
'German Eliminate dead keys' is not the default.

looking at /etc/X11/xorg.conf this should also be the default
        Option "XkbModel" "pc105"
        Option "XkbLayout" "de"
        Option "XkbOptions" "nodeadkeys"
but its not.

Please make sure 'German Eliminate dead keys' is the default
keyboard mapping for german keyboards.

just noticed that the default install uses
 Option "XkbOptions" "nodeadkeys"

while i am used to
 Option "XkbVariant" "nodeadkeys"

not sure if that is just from the old days or if it has to be
"XkbVariant"

As far as I remember, the installer does not offer a nodeadkeys option, but the
console gets no dead keys by default. To be consistent with that, I'd switch to
nodeadkeys by default in X as well; this would also suit the majority of users
better since most German users don't need to type accents. If they do, they can
still switch to dead keys easily.

I think the 4 variants make perfect sense, so everybody can choose the degree of
"deadness" that suits him.

In Breezy-preview, I have one specific keyboard layout option less.

Available layouts now:

Switzerland

  French

  French, eliminate dead keys

  French, Sun dead keys

  German, eliminate dead keys

  German, Sun dead keys

The 'German' option that used to be there (in Hoary) is now missing. Is that
intentional?

(BTW, I currently can't set my keyboard layout correctly, as reported by others
as well, cf. bug #19159 , bug #15142 and bug #20888 . I don't know if this is
related or not, but I thought I'd mention it).

the xorg bug is fixed; we now use nodeadkeys everywhere.
