wrong default german keyboard layout

Bug Description
if you select a german keyboard in the default install,
X/Gnome is configured in a way that i am not able
to type ~ ([AltGr] + [+]). It only shows up if i press
space after pressing [AltGR] + [+]
i have to go to System/
and select 'German Eliminate dead keys' in order to
get a properly working keyboard.
it is not at all understandable why there are 4
keyboard variants listed in Keyboard Layout, and why
the only one i ever used with german keyboards
'German Eliminate dead keys' is not the default.
looking at /etc/X11/xorg.conf this should also be the default
Option "XkbModel" "pc105"
Option "XkbLayout" "de"
Option "XkbOptions" "nodeadkeys"
but its not.
Please make sure 'German Eliminate dead keys' is the default
keyboard mapping for german keyboards.
Do you know if nodeadkeys is the default for German keyboards everywhere?
