Release notes

The most important new features in this release are native HEVC and VP9 encoders. Other highlights include AAC LD & ELD decoder, Opus support in Matroska, a Work-In-Progress Voxware MetaSound decoder, and some nice new filters.

Also, our very own lossless video format FFV1 finally has a new stable version: FFV1 version 1.3.
