The GNU/Linux movement and Free Software Foundation have set a solid precedent for the production, distribution and modification of publicly accessible software.

A similar schema is envisioned for the multimedia realm and is already gaining momentum through the effort and generosity of organizations such as the Internet Archive in conjunction with the Creative Commons.
