Bug Description
I recently registered two branches to merge into PQM trunk. Robert is the owner of the trunk branch, but is not subscribed to his own branch.
Robert should get an email about new and modified branch merge proposals that target his branch.

This change wasn't successfully added to the source code, and after trying to get a release-critical branch in, SteveA suggested we approach this problem differently.

Specifically, the plan is to automatically subscribe branch owners when they create branches, so that they can subsequently adjust the subscription or even unsubscribe.

Due to the change in implementation plans, setting to Won't fix.
