Need a way to "reject" distribution mirrors

Bug Description
Currently we have a list of unofficial mirrors in which we list all mirrors that were not approved as official ones as well as the ones that are waiting to be approved. We need a way to mark mirrors that have been reviewed and not approved so that we can exclude them from that list. This could be achieved by having a "Reject this mirror" button (or something like that) shown to the ubuntu mirror admins.

bug 53442 has been fixed, so we don't need to fix this anymore

To do this we'd need a new db column and thus a db patch, which means it'll take quite long to land because of our recent no-db-patch into mainline policy.
If instead we agree that it's okay for mirror admins to be able to delete mirrors (bug 53442), we could use that for the same effect, with the bennefit that it would only require some permission changes in the database and thus could land quickly.
