Broken X-Rosetta-Export-Date header

Bug Description

When we export a file from Rosetta, we are adding an extra '+' char in the exported timestamp. That prevents the users to upload it back.

We export: "X-Rosetta-Export-Date: 2006-12-16 11:18++0000\n"
When we should say: "X-Rosetta-Export-Date: 2006-12-16 11:18+0000\n"

I hope the fix lands tomorrow in production.

Any file already exported before the fix landing, you will need to fix it by hand.
