The search results on that page should include only people which have actually used their accounts at least once and confirmed their email addresses in Launchpad. This way people will never be mislead into thinking that someone is a Launchpad user when in fact he's not.
It's also important to note that that page is not the most common way that people find out their dupe profiles, so we don't really need to include unconfirmed profiles there.
