libecbufr 0.8.6 released

Written for libECBUFR by Yves Pelletier on 2014-09-16

We are pleased to release version 0.8.6 of libecbufr. This maintenance update incorporates fixes to all known bugs up to the time of this announcement. WMO Tables B and D included in the package are updated to version 22.
