libECBUFR 0.8.4 has been released

The libECBUFR development team has bounced the current libECBUFR version number to 0.8.4. The version number change is motivated by the fact that numerous bugfixes have been applied to the 0.8.2 series over many months. In addition, we wanted a clean and unequivocal version number break as version 0.8.4 is slated for approval as the official release version of libECBUFR for internal use at Environment Canada. This does not change our continuing committment to libECBUFR as free software here on Launchpad. We would like to thank everyone who have helped us by reporting bugs.
