C implementation of the MetPX Sarracenia protocol for managing file transfers with AMQP message streams.

The main implementation of Sarracenia is the python3 one (python3-metpx-sarracenia), but there are certain environments where a C implementation (at least a partial one) is needed. The C one include a libc shim library to greatly ease adoption by users with large code bases, so that they don´t have to modify their suites.
