New Project: Standalone NUnit Project Editor

Historically, the NUnit project editing function has been incorporated in the Forms-based test runner, nunit.exe. This makes editing of NUnit projects somewhat inconvenient for those not using the Gui and complicates the Gui code unnecessarily. This new editor runs standalone to allow editing of projects outside the Gui environment.
