Bzr is not Unicode friendly for the changelogs

Bug Description
I'm using the en_GB.UTF-8 locale.
This is my current config:
carlos@
[DEFAULT]
email=Carlos Perelló Marín <email address hidden>
check_signature
gpg_signing_
It's stored using UTF-8 encoding but when I do a commit with bzr, it breaks the unicode strings and recodes it again as UTF-8 breaking the string. It appears as:
committer: Carlos Perelló MarÃn <email address hidden>
Same thing happens with the commits logs.

I believe this is a genuine bug, because right now we do not consider
the file to be utf-8 encoded, but we are intending to do so.
