A thing which listens on some TCPs for some datums and relays it to IRC channels. This makes it easy to create little apps that notify IRC without actually hacking IRC code: just send this thing a channel and a message and out it goes.

It also comes with a bzr post commit plugin that knows how to send commit messages to the TCP datum server.
