Ruby OO interface to the Altas blas matrix and lapack linear algebra libraries

This project requires Blas and Lapack libraries to link against. It is written to use the Atlas c releases of these libraries, which is not identical to other releases in its naming conventions for the lapack function calls, nor argument lists. The mapping to other versions of the libraries is trivial, but no doubt tedious.
