Backport the latest releases of Simutrans to Ubuntu. Essential for multiplayer clients, which require the newest releases.

The latest releases of both simutrans and various paksets get imported, built, and published to a PPA.

The game packages (simutrans, simutrans-data, and makeobj) are based on the latest Debian versions from the Debian git repository. Using the original Debian base prevents divergence and reversions, and this PPA can be used for testing the future Debian/Ubuntu package.

The paksets (simutrans-pak64, etc) are also based on the latest Debian versions, though the import and build system is slightly different.

Assistance to Debianize and package non-Debian paksets is welcome!
