You need to install Oracle Instant Client found at http://www.oracle.com/technology/software/tech/oci/instantclient/index.html

You can rebuild the packages from source or you can download binary packages found in bazaar repository http://bazaar.launchpad.net/~dexter/tora-oracle/natty-binary-i386/files or http://bazaar.launchpad.net/~dexter/tora-oracle/natty-binary-amd64/files
