  * Source-only upload needed for migration to testing.

    - Mark topcom-examples as Multi-Arch: foreign.

    - Remove unnecessary shlibs:Depends from topcom-examples.

    - New file; obtained from topcom 0.15.3 source.

    - Add note about how we now generate the manual.

    - New override_dh_installdocs target; convert README to UTF-8.

    - Remove file; we will generate from source instead.
