  * Switch to debhelper-compat = 13.
  * Declare compliance with Debian Policy 4.5.0.
  * atomix-data: remove obsolete Breaks and Replaces.
  * Work around FTBFS with GCC 10 by compiling with -fcommon. (Closes: #957021)
