  * debian/xhelp2man: exit with failure if a command is missing in name2desc.
  * debian/name2desc: add entries for missing
    ec2-<verb>-vpc-peering-connection commands.
  * bin/ec2delpcx, bin/ec2rpcx, debian/patches/ubuntu-fix-paths.patch:
    fix bad interpreter
  * debian/control: update standards version
  * debian/source/format: remove, reverting to un-patched source.
    adding this source format makes the importer patches applied, which is
    generally not useful here as we patch all the bin/ programs.
