  * control: Set Rules-Requires-Root to no.
  * control: Drop libxml-parser-perl build-dep, not actually needed.
  * patches/decor_version: When cross-building, hardcode that we have at least
    DECOR_INTERFACE_VERSION = 20110504 (not likely to change).

  [ Debian Janitor ]
  * Bump debhelper from old 12 to 13.
    + debian/rules: Drop --fail-missing argument to dh_missing, which is now the
      default.
  * Set upstream metadata fields: Repository, Repository-Browse.
  * Update standards version to 4.5.1, no changes needed.
