   * Re-upload to unstable to facilitate upgrades from Stretch due to libcurl3
     vs libcurl4 conflict (Closes: #905176).
   * Rename source to ganeti-2.15. The source and binary packages will be
     removed after Buster has been released.
   * Build only the versioned packages (ganeti-2.15, ganeti-haskell-2.15,
     ganeti-htools-2.15) to provide an upgrade path from Stretch to Buster.
   * Base off the last 2.15 version in unstable with additional packaging
     changes and patches backported from 2.16, including:
     + Fix fcntl call on i386
     + Make sure the OVF tests don't write to the build tree
     + Fix race condition in QA suite
     + Relax sphinx version check regex
     + template-haskell 2.12 compatibility
     + Cabal 2.0 compatibility
     + Fix FTBFS with Sphinx 1.7
     + Sign generated certificates using SHA256 instead of SHA1 (Closes: #907216)
     + Make ganeti Priority: optional
     + Properly verify SSL certificates during VM export (Closes: #895599)
       • Also cherry-pick upstream commit 5f90a0f that was previously left out
   * Bump Standards-Version to 4.2.1; no changes needed
   * Do not generate dbgsym packages; DWARF support is currently broken in GHC
     and Haskell binaries do not contain useful symbols without it.
   * Drop d/NEWS; it is irrelevant in the scope of the remaining packages
   * Drop the autopkgtests; none of the tests can run without the `ganeti'
     package.
