  * New upstream release.
  * Bump Standards-Version to 4.3.0.
  * Bump compat to 12.
    * Use dh_missing for exclude files.
    * Use --no-dwz-multifile to avoid dh_dwz fails.
  * Use libcurl4-openssl-dev as first alternative instead of libcurl-dev
