Week start is incorrect for US locale

Bug Description

In /usr/share/i18n/locales/en_US, the week setting is "7;19971201;4" which makes the first day of the week Monday on locale-aware calendars.

A much more common convention in the United States is to start the week on Sunday, corresponding to a setting of "7;19971130;5"

The change from 01 Dec to 30 Nov accomplishes the weekday change. I believe, and the trailing 5 says that the week number calculation is based on the first week that contains a Thursday. (If Sunday is day 1, then Thursday is day 5.) But I could be wrong about that bit.
